As I have said several times, fasten your seat belts for this session of the General Assembly. It's going to fast and bumpy. The Governor will sign his first bill today. The bill directs the state Department of Public Instruction to come up
with a plan for attaching “endorsements” to high school diplomas. This is a way of identifying students who are ready for work, for college or both. It's a way of increasing vocational education - one of McCrory's campaign promises.
The Governor is getting a lot of push back on the overhaul of the unemployment system. However, it is expected he will sign that bill as well.
Senate
Bill 4: No N.C. Exchange/No Medicaid Expansion has passed in the Senate and House, and is
placed on the Senate’s calendar for concurrence. This legislation
clarifies the state’s intent not to operate a state-run health benefit exchange
and provides that future Medicaid eligibility determinations will be made by
the state, along with rejecting the Affordable Care Act’s optional Medicaid
expansion. McCrory has had a great deal of pressure from several groups urging him to reconsider and to open Medicaid to over 500,000 people. McCrory has stated that he feels the Medicaid system is broken and will on put any more individuals on the Medicaid rolls.
Here is a bill to watch - House Bill 53: NC Right to Work/ Secret Ballot Amendments. This bill will insure workers have the right to a secret ball in union elections. It also strengthens the State's "right to work" status. Support this legislation.
